H.E. Dr. Mohammed Khalfan Bin Khirbash

The Minister of State for Finance and Industry in the UAE since 1997, His Excellency, Dr. Mohammed Khalfan Bin Khirbash leads the ministry in establishing the strategies to further the growth and development of the financial services sector in the country. During his career, Dr. Khirbash has held several government posts in the Ministry, and is thus closely conversant with all aspects of the UAE’s financial sector. Dr. Khirbash is known for his forward-looking leadership style, and his belief that government sectors need to continuously innovate to meet the ever-changing external demands. Under his leadership, the Ministry of Finance and Industry has undergone tremendous improvements in its operations.

In addition, Dr. Khirbash is the Chairman of Dubai Islamic Bank and a board member of several financial and economic institutions in the country. Dr. Khirbash has worked closely with the IMF and World Bank and was the Chairman for the International Monetary Fund (IMF) and World Bank Annual Meetings, held in Hong Kong in 1997 and the chairman of the G11 Financial Committee of the IMF. Dr. Khirbash is currently the Alternative Governor of the UAE at the IMF, the World Bank, the Arab Fund for Economics and Social Development (Kuwait), the Islamic Development Bank (Saudi Arabia) and the OPEC Fund (Austria).

A UAE national, Dr. Khirbash graduated from Boston University, USA with a B.A. in Economics in 1979. He was awarded an MA in Economics in Public Finance in 1982, and received his PhD in Economics from Exeter University in the United Kingdom in 1991. He was also a visiting researcher at Harvard University in1994. He is also a senior research fellow at Kennedy School of Government, Harvard University, since April 2007.
